There's a way to pay zero.

At Cleveland, take I-77 to Akron
Akron - I-76 east to I-80 (Youngstown)
Take I-80 thru PA to Clearfield
At Clearfield, get on US 322
At Lewistown, US 322 becomes US 22
Take that straight into Harrisburg
At Harrisburg, take PA 283 to Lancaster
Pick up US 30 at Lancaster, take it straight into Philly

Distance: 451.4
Distance taking the tollroad: 438.6

Since you'll be driving the length of the PA Turnpike, you'll pay about $8 just driving there. If you go over any bridges from NJ to PA, you'll pay $3 one way.
