It was used on a lot of Bugs Bunny cartoons.
i think the origin is from Of Mice And Men by Steinbeck.
Lenny and George - Lenny was retarded.

It started out in an old Bugs Bunny cartoon about the Red Hot Rider, it was directed by Bob Clampett and the saying was based on the two character, Lenny and George, from Steinbeck's classic, 'Of Mice and Men'
