I can't find any definite answer about the state of California. It is definitely okay according to US federal law (see sources section) for a child of any age to babysit. It is unclear if California sets any additional limitations.

No. Babysitting is up to the discretion of the baby's parents. If the parents think their baby is in good hands, then it's OK.

I think babysitters may need to be licensed in the state of California.

My understanding is that the baby sitter must be at least 14 years of age.

yes it is legal. i lived in san diego and i babysat for a young baby when i was 15. really, its up to the parents.
