I'm talking about driving assertively, making the quick decisions when the moment calls for it. AS well as the tendency Americans have for disregarding the speed limits, and driving at high speeds, racing on public streets, and in general driving like jerks? Is this an American thing, or what?

I would rather drive in America than in Italy or France. Lanes do not exist there, if a car will fit it goes. Yes, culture has a great influence on ones driving attitudes.

Yes. Have you ever been to Italy - they drive like lunatics! And oddly enough, although the French drive badly enough, the closer you get to the Italian border the worse the driving becomes.
