i do have a pond about 20 yards from my home.

a good way is to get penny royal and citronella started growing they do not like it but with the pond it will be difficult

There are too many methods to note them all. Here are some I have heard of, several I have used.

- Get rid of any standing water near your home. if you have a pond or something similar you don't want to get rid of, look for chemical or mechanical solutions for keeping them mosquito free from you local hardware store.

- Citronella, mosquito coils, or the Off Lanterns all work pretty well

- Mosquitos don't like windy conditions, take a fan outside or install and indoor/outdoor ceiling fan.

- Early morning and early evening are the worst times.

- Go to a local nursery or large hardware store and ask about different chemicals you can use. Most (in the USA) have a 'natural' section, which should reduce you cancer concerns. Or, use a more potent chemical, but do it when you aren't going to be using the outside for a couple of days, so it has time to disapate.

PS - I bought my parents a mosquito deleto, it works fine. However, they stopped making that brand and it is hard to get the components needed to keep it running. Look at other brands.

I plant citronella plants in my yard every year and they work great. It is in the geranium family, not sure of the official name. They have beautiful flowers in various tones of purple. Check out a local greenhouse.
I don't know about no-see-ums, never saw any.
Added July28 I thought of another mosquito deterent-Avon-Skin-So-Soft.
Today I was told Take Vitamin B 12, this will make the mosquitoes leave you alone.

get some lemon JOY DISH SOAP put it in a few saucers around your boat and yard where ever they are and it will attract them and they will drown try it i was in Alaska last summer and that's how they do it and it works.

YARD GUARD SPRAY HEAVILY....LEAVE AND LET IT HAVE TIME TO GET RID OF THE PESTS.....THEN USE AVON SKIN SO SOFT...ON YOURSELF AND HERE AND THER....THE ORIGINAL FRAG. WORKS! ive I HAVE APPLIED THIS PRODUCT TO MY SKIN AND CUT WET GRASS FOR HOURS AFTER THE SUN WENT DOWN.....NO BITES AT ALL.....YARD GUARD ALSO WORKS
