It might be tadpoles depending on how long the bucket has been there. More likely though they're bloodworms. As gross as it is, bloodworms are mosquito larvae. Mosquito babies are bred and grow in rain water that's been sitting.

If it looks like a tadpole it probably is. Fish cant get into a bucket of rainwater but frogs certainly can. Of course, if it is light in color instead of dark it could be the larvae of any number of insects, including mosquitoes, so dumping the bucket would depend on how much you love insects.

If they're big enough, they probably are tadpoles: Frogs will lay eggs just about anywhere the water will stay long enough. Otherwise they could well be mosquito larvae and need to be dumped.

those tadpole things are probably mosquito's....they like to lay there eggs in standing water...you might want to dump that out and make sure you do not have anything around ur house with water in it or you will have mosquitos everywhere...

if the little critters do some kind of flip flop movement, dump it out! they're mosquito larvae. if they swim like little fish, they're tadpoles, leave them be, that is if you like little froggies that eat nasties like mosquitoes.

They are probably baby tree frogs, barking tree frogs, or leapoard frogs. If they look like nymphs they may be mosquitos.
