when your machine start up does it open a web page right away?
if yes this is the cause, also check the startup folder from program files and make sure there is nothing in there thats called internet, or the name of your ISP.
or u can go into internet options, connection and set it on never dial

Check in your network or modem settings to see if you have a box labeled "Automatically Connect" checked. Also, do any of your messengers or other applications that require an Internet connection automatically start up when you turn it on. That might be triggering it too. If that is the case go into your start-up folder and remove those items.

You have to uncheck the option in the phone and modem options in the control panel. Else your dial up service has to be removed from start up.
