No. In some areas, such as New York City, there is often no need to drive. A non-driver ID can be obtained in lieu of a license instead if necessary.

no...it cost $375.00 last year where my cousin goes to school to take a 6 week (3 driving/3 in class) course...she didn't take it and waited until she was 18 to get her license. Not only did her family save the money, but she had more time to actually drive with other people and not just sit in a class listening to someone talk, or drive around a parking lot...

Not at all, and then (at least in California) you don't have to deal with the whole driving permit thing first. It actually kinda makes more sense that way.

I think that it is a sign of maturity. If you don't feel the time is right to go for the test, then go ahead and wait. You shouldn't be driving if you're not confident about it.
