In charge yes, but there will be plenty of assistants around to help him find the crayons and generally keep him out of too much trouble. He wouldnt be allowed to take any big non-emergency decisions anyway. Plus in the modern age of the internet and mobile phone even emergency decisions would probably still be taken by Blair. So Prescott is Blairs puppet is Bushs puppet. Square one really.
