the husbands and wives of your parents sibilings are not relate to you by blood. So therefore the realtives of you parents siblings husbands and wives are not related to by blood either...

No,because it is your uncle's wife's sister's daughter not his,she is just related to your uncle's wife,you may be in-laws or something but not blood related
