I can call out on telephone and DSL works fine. However, when someone tries to call in, they hear one ring, then static. If I am on the phone when someone calls, the answering service (provided by telephone company) will pick up. If I am not on the phone, caller just hears the one ring, then static.

First i might have advised unplugging every gadget for your apartment from the wall jacks. Then plug in a single plain historical wired mobilephone into one jack and spot if it really works. If so reconnecting one device at a time till you to find the faulty device, but you might be prior that now. If this concern has just began out of the clear blue, meaning no changes having been made to the residence wiring then take flash light and investigate the little wires in each and every modular wall jack. As soon as in a excellent at the same time one will get flipped when anybody tries to plug into it. (Of direction it can be perpetually the one hardest to get to, as a consequence the cause there's a hindrance.) nonetheless no success it's time to get a ohmmeter or continuity tester and assess the wires. Assuming you most effective have a single line working for your house you're going to in most cases only need to examine the purple/inexperienced pairs or blue-white stripe/white-blue stripe depending on you probably have 3 or 4 pair wiring for your house. And judging by means of your description of the main issue you're looking for a T (+) (inexperienced or white-blue stripe) quick to floor no longer a brief throughout the pair or the R(-) to ground (in both of these instances the cellphone would no longer work in any respect). Hope this helps by some means

it sounds like your modem box provided with the dsl was hooked up wrong, did you attach all the static arresters to all your phone lines as stated when you got your set up kit and modem, what type and company did you go with ,are you usb or ethernet , read instructions again and switch cables on the back of modem box that may help check that "all" phone lines have a static/line protector on them.these are provided with your kit if you have a verizon system.

sounds like the capacitor in your master socket. you local telco need to change that ( legally ) but its to do so yourself. This can happen if they are old or you've had recent electric stormy weather.

Alternatively you might have too many devices plugged in. Disconnect all your devices, including DSL filters, try calling home from a mobile and see, if it rings gradually plug them back in until it stops ringing...there you've isolated the fault.
