I don't think Victoria Falls belongs to either country. There's a Zambia side and a Zimbabwe side, in the same way that there's a Canadian side of Niagara Falls and an American side of Niagara Falls.

It "belongs" to both. Each country takes sovereignty over its "side". Just as the French and British do with the English Channel.
