No one. If they're in prison then they have no means to make money or support a child. It's a double edge sword. Putting them in prison is supposed to be a punishment for not paying the child support, but the children that need the money are still getting shafted.

Nobody but the child support order will continue charging until she is released and she will then be responsible to pay for current and past-due child support. However, at any time the custodial parent can file to get some sort of assistance from social services (welfare) if they cannot make ends meet.

The one who is court ordered. If that person is in prison, well, it goes into the deadbeat file. Sure, the state will support the child. However, upon being parolled, you have to make it all up with interest.

just because she went to prison does not get her out of paying child support. It will continue to grow as how much she will have to catch up when she gets out.

I would say the father. But if there is "no father", then I guess no one pays it until the woman gets out of jail, and gets money: from a job or from someone else. If she is in jail for more than, let's say, 2-3 years, then I guess who Social Services pays it.
