You have a ton of options:
1-If you have a good gpa, already have a major in mind or are a minority, there are hundreds of scholarships and grants available to you.
2-Go talk to financial aid office at the school you plan on attending, they have a plethora of info.
3-Get a job, be a sudent-worker or get a part-time on campus
4-Worst case senario: Get loans, you don't have to pay them off until you graduate and get a good job, but do keep up with the monthly interest. You can even apply for a little extra beyond tuition to pay for books and supplies, but don't abuse it by going shopping, you HAVE to pay it all back eventually.

Talk with the financial aid people at the college you want to attend, they have ways to help. Also consider work study programs. you may want to start out in a low cost community college and take courses that will transfer into the 4 year college of your choice. Student loans are another way. Don't give up, there are a lot of options.

look into the Co-operative education department of the university you are looking at.
this program allows you to work a semester and then go to school semester... you get paid good money while working.
This program also helps when you are interviewing... many times the company you have worked for will offer you a job and you start out with a year or two towards retirement and benefits like vacation.
sometimes the company you are working at will help pay tuition costs too. especially if you impress them while at work.

Apply for as many grants and scholarships as you can.
If you still don't have enough, get a Federal loan. WARNING - you will be in debt for a while with the ridiculously high interest rate they apply.
Have fun in college! I'm just finishing up undergrad at UC Davis and I have definitely enjoyed it!
