simple of answer of NO.
why would anybody want to give up an account they might have spend hundreds hours on it.. and then might want to reuse it.
if you want a runescape account with doing any of the training which is the main part of the game, is to go eg ebay and search for runescape and buy an account. even thou is this against jarex rules.
