i use a cleaning agent called mean green. it does a really good job. just take them outside and spray them and let it set for a few minutes then spray them off with a hose. if you dont have access to a hose then you can do the same thing in your bathtub. i found that just spraying it and wiping them off doesnt work as well

I found a great web site that gives help with MANY "how to" questions. The link below is specificly for cleaning blinds, with a section for nicotine residue.
That should do the trick!

If they are expensive, ie custom made, there are services that come out, take them down, clean them and rehang them. Used to be about $20 a blind, which is well worth it if you've ever tried to clean them yourself. If they are not expensive, throw them away and buy new ones. Even off the rack ones can be shortened and you can get them in many colors. Try ordering out of a catalog if you need a color you can't find. Cleaning those things are a pain!!!!!

If they are not wood, extend blind all the way, fill tub with bleach and hot water to cover blinds and place them in the tub for a hour at least. You may have to do a little cleaning with a rag but they should come clean.

Mix pure baking soda (by Arm and Hammer) and vinegar (two tablespoons soda to 1 cup of vinegar). Then apply on blinds. Wipe off with lukewarm water after. Good luck.

A spray-on product called Greased Lightning works well. Take them down, put them in the bathtub, spray them, and let the product work for about 15 minutes, then rinse them off.
