My only recommendations are historical novels of Eugenia Price (Savannah, etc); she wrote many historical novels almost always featuring a romance central to the story line...and always clean. Main focus: history and romance.
Jane Austen, author of Pride & Prejudice, is definitely focused on "romance"...
And many other classics such as Gone With The Wind...and I'm sure most classics feature love in some way or the other.
Grace Livingston Hill wrote romance books as well, but as a Christian, she does have a tendancy to throw in a little sermon now and then. Not on every page or anything, but probably two or three times in the book...otherwise...this "clean" romance author reads well.
Janette Oke--another Christian author--writes romance books. In fact a lot of Christian writers write clean romance novels...it's hard to think of too many that aren't...

I love Diana Gabaldon, but sometimes her novels get a little long-winded and boring in parts. Mostly, though, they are excellent reads. I absolultely love Virginia Henley. She will sometimes write about real historical heroines (ie, Bess Hardwick, the Gunner sisters). It is so fascinating that when you finish the book, you instantly go online to research this woman. I also love Johanna Lindsay (or Shannon Drake, whom she sometimes writes as.) I also love Karen Marie Moning for sensual time-travel romance with a Scottish flair (Man her men seem hot!). Also good for contemporary/time travel is Janet Chapman. She writes some as Time Travel (Her Highlander series) and others are contemporary.
All of the above authors are excellent. I guess it depends on your cup of tea!

A romance novel without any sex! Check out books by Barbara Cartland.Her novels are historical romances and set in England.Almost all her heros are handsome,dashing and dukes,earls etc.Also by Lucy Walker.She writes romances set in the Australian outback.

Diana Gabaldon -- there are a few sex scenes but mostly it's just this incredible time-travel story with lots of romance and heartache. Can't remember the titles but the series has about eight or nine books in it.

Kathleen Woodiwiss....by far the best romance author......there are so many of her books that you would enjoy....."The Flame and the Flower", "The Wolf and the Dove".....to begin with.
Woodiwiss thoroughly researches her subjects, therefore one must wait two or three years for a new one to be published, which is ALWAYS worth the wait!

There's not really such a thing. Some are just more tasteful than others. The only two I really read are Jude Deveraux and Judith McNaught.
