Are there any cases in which an individual has sued any branch or various branches of the US government for fraud i.e. covering up, hiding, destroying evidence in an investigation and Lying to the American people on a massive scale.

i am sure that local and state cases of that nature exist. the military has immunity from suit by civilians/persons and the military vendors/weapons makers etc. also have some limited immunity with regard to their products/offerings to the military in a liability sense to the public. but vendors/corporations sue the goverment/military often for contract disputes and such.

as far as the "federal government" being sued ????? i would say "sure" they have beeen sued for the offences/torts you are listing (fraud, cover-up . evidence tampering , public dis-information etc..) as far as "case history" i would consult a "legal librarian" (they exist) whom is proficient in federal cases.
try your nearest law school for one of these specialty librarians.
you may also inquire any attorney/law firm that handle federal cases. however, the leagl firm may not offer much info w/o some payment
