Tim Berners Lee is I think generally accepted as being one of the guiding lights in the development of the World Wide Web.
The concept has some origins with ARPA Net which was a US DoD project based around packet switching which I once read somewhere was conceived at Aston Uni in Birmingham but was developed by the US.
The concept of HTML, markups and Hyperlinks however is widely accepted as originating at CERN in Switzerland where they used it over their internal network to allow the particle physicists to exchange results and look up other projects stored on the network.
So all told it was the convergence of a lot of disparate pieces of work.

I can remember in the '80's we would have dial up modems and you could dial up what was called bulletin boards. These would have been the modern day equivalent of web sites. The problem was you had to access each one by dialing individual phone numbers. Now with intenet, everything is hyperlinked and networked. You only have to make contact with the ISP.

Al Gore says he invented the internet. absurd of course. but he **did** sponsor legislation that made the internet available to the public much sooner than it would have without the legislation. An interesting sidebar - one of his Bills made it illegal to charge anyone for using the internet. It was supposed to be free. Corporate types are quick to point out that library internet **is** free. That's probably how the circumvent the law?

Tim Berners-Lee (check spelling) has been credited as the inventor of the web. I'm sure there will have been others that have also contributed to its success as there normally are (I doubt he did it ALL on his own!)

I'm not sure of the inventor's name, but it started out as a method by which the US military could communicate securely.
