Thomas Jones
Mike Anderson is currently the #2 RB on the Ravens, and he will have to learn a new offensive scheme. He also does not have luxury of being on a Denver team that is notorious for producing 1000-yard rushers regardless of who lines up behind that offensive line. Anderson's signing is also a sign for Jamal to get back into shape and return to his old form (remember the 2003 season, 2066 rushing yards).
Thomas Jones is still (albeit unofficial) #1 RB in Chicago. He knows the system and ha continued to improve with each year he is playing. He has rushed for over 2000 yards combined over the last two seasons, and even with Benson taking some carries away, Jones should still remain the featured back at this time.
Both teams look to move into a RB by committee style offense, but regarding your selections, Jones in Chicago will have a better shot at getting more carries and more looks at the end zone than Anderson.

Thomas Jones.....I do believe that Benson will see increased playing time this year and will eventually unseat TJ as the starter, but it won't be to begin the season. Barring injury, you could get 6-8 good weeks out of TJ...
I believe Jamal is going to have a big comeback year this year, which won't leave a lot of room for Anderson. Plus Anderson was a product of the Denver system. Even with a Lewis injury, there's no way he'll even come close to the numbers he had with the Broncs...

Take Thomas Jones of Chicago. They should have a more punishing ground game with there new coach. Anderson is the safer pick because he is in the Denver system but i think Jones will do better this year. And remember he probably wants to get more yards than his brother Julius Jones starting half back in Dallas.

THOMAS JONES. He is the starter right now. Mike Anderson is gonna be playing backup all season long. Thomas Jones has the job unless he loses it. Definitely go with THOMAS JONES.

Thomas Jones. Cedric Benson wont be as good... this year. In Baltimore I think Jamal Lewis will have a good rebound year and Anderson wont play a whole lot

Thomas Jones for now... Benson will play more ane more and eventually be the man for the Bears... Jones will start for the first 5-8 games though... and then dump him for a new RB or trade for a different one

but anderson is with baltimore this year, not denver.
if forced to chose though, i'd go with jones because benson hasn't officially unseated him as the starting back although alot people think he will. anderson is backing up jamal lewis and will probably continue to do so.

Anderson may be the best bet, TJ might not get much time and Anderson should get plenty of back up with J. Lewis back on top
