First and foremost, he needs to attend and pass a credentialed diving class. (NAUI and PADI are both very good), even if the intent is to snorkle only, the information garned in these classes will help him learn safety and knowledge of the water.
Once he is adequately prepared, and ready to go, he will need of course scuba equipment, if that is the route he is going to use, or a quality mask and snorkle if that is the route. A good pair of swim fins is a must and a bouyancy compensator (BC) vest is a must, even if only snorlkeling. There are 2 schools of thought for spear fishermen. Those who prefer the staff type of spear, which is simply a long pole with barbed tines (single, 2, or 3), or a spear gun. Spear guns must be used carefully, and come in2 basic types, cord powered or CO2 powered. Both far more expensive than a staff spear, but also more powerful. Time spent under water learning to use the equipment before actually trying for a prize is critical. Best of luck and good fishing.

Well if you have a boat, then I would suggest spearing at night. Get a nice spot light, so you can see the fish in the water really well. Then purchase a gig (spear attatched to a cane pole.)

Thats about it. someplace to store the fish, and a nice knife for filleting. I would rather spear them from inside of the boat.

A harpoon his size... don't pick anything too heavy... a wetsuit would help too!
