A puzzle glue called Hodge Podge. I'm not positive about the spelling but it's really good stuff. Check it out.

There's puzzle glue that is usually located in the area with puzzles. Slide the completed puzzle on to a large piece of paper, flip it over, and apply the glue to the back. After it dries, turn it over and voila!

I use clear contact paper, like the contact paper you use to line your cabinet shelves. It works great but if it's a big puzzle you will need someone to help you. Just complete your puzzle, put something on top of it so you can gently flip it over, then roll out the contact paper leaving a tiny edge around it. Peel off the backing paper on one edge, line it up with your puzzle and smooth it as you go. There you go! Works great!

the puzzle glue AC is talking about is called "mod podge", it's available at beverly's craft stores for sure, and probably all other craft stores. I have never used it for puzzles, but I know it works great for other things and dries clear no matter how much you put on. this is a website I found for it too:
