Both, I am generally pretty smart but I can be awfully dumb sometimes!

First of all it's "you're". Secondly the word dumb doesn't mean lacking intelligence necessarily, although it is used for this purpose in the US and is very derogatory. It actually means: An alternative term for one who is mute.
I'm not a mute, so that rules out the answer that I am dumb. However there are no full proof tests that will measure my true intelligence, so I feel that the data to support that answer will be incomplete.
I am not dumb. Yet, I am not smart.

smart if you count like book-wise being smart. i got all A+s at school last year. last time i got less than an a on my report card was like five six years ago because i got sick and when i got back to school we had a sub who had no clue what i missed for the rest of the quarter.

i think i'm pretty smart to an extent...i have my ditzy moments sometimes, being a blonde and all. lol. but i am smart, just not a genius.
