Depends when you want to go and what your general interests are.

I absolutely loved the Greek islands, especially the Cyclades (e.g. Mykonos, Santorini). However, I wouldn't particularly recommend going in June/July/August, as it's unbearably hot and crowded. May or September are the perfect time to go, and you can do all sorts of things besides launching on the beach: hike, cyce, explore ancient sites, go on boat cruises or island hopping. And the food is excellent :)

Earlier this year I went to Cuba and found that it has several fantastic beaches. Again it depends on when you want to go. I did some research and found out that March/April is the best time to go as there are absolutely no tourists, the weather is fantastic (no hurricanes etc.!), and prices are lower than later in the year. Getting around can be a bit tricky if you don't speak Spanish, so in that case I would probably recommend flying directly to Varadero and staying there. It has everything from all-inclusive resorts to low price accomodation, and it's a 20 km stretch of the most beautiful beach I've ever seen. If you don't mind traveling cross-country a bit, I'd recommend also going to Trinidad, which is a fantastic little town on the south east coast and offers all sorts of activities, so you won't get bored. Oh and I should mention that Cuba has magnificent dive spots. Generally, the people are very friendly and the food is good and cheap.

Third, I'd have to say California. I absolutely love how beautiful and laid-back it is (minus L.A.!), and you shouldn't have any major language problems ;-)
San Diego is a superb destination year-round, and no matter where in the city you are, you never lose the feeling of being very close to the ocean (though don't pick a hotel in the so-called "hotel circle" in Mission Valley - it's nowhere near any good spots, no matter what they tell you). Depending on your interests, try to stay in the Gaslamp Quarter / Downtown (best evening entertainment and lots of restaurants, good shopping etc.), or in one of the Beach Communities (Mission Beach is full of surfers and young people, very much a party area, Pacific Beach is a bit more "upscale", frequented mainly by students living in the area and still a good place to party, La Jolla is the most "exclusive" one, a posh suburb with lovely shopping, art galleries and award-winning restaurants).

There are of course many others, the Canary Islands are also good year-round but you might get stuck in all-inclusive-hell, Mexico/Cancun is a favourite with divers, Korsika/Sardinia are still a bit more natural and very beautiful.

Wherever you go, I hope you have fun :)

I'm sure there are better, but my favorite place to play on the beach is Okaloosa Island in Florida. It is between Fort Walton Beach and Destin.

Blackpool... or one of those neat places on the Caspian Sea... then, of course, there are those FABULOUS beaches in Dubai... complete with the gratuitous palm tree.
