First of all, there's no "human race," there are several hominid races. And they're different in the psychological behavioral sense. The rules that will keep one orderly will suppress the ambition and creativity of another. Or the rules that will permit the ambition and creativity of one will bring forth violence and chaos in the other.
That's why multicultural societies never can find a set of laws that work well for everybody. The races are so different that there's no way to make laws that work well. A country is like a cup; a race is what it contains.

We have to have rules and regulations so that people can live together in relative peace. If there were no rules or regulations it would be chaos.

Humans, by nature, have to have a natural order to things. We need guidelines to coexist, or we would all kill each other. Chaos would ensue, and the world would be at war all the time. . .
Oh wait - that is already going on. I guess it would be worse.
