Without any details, I would suggest you start with the Department of Labor.

The Dept of Labor has an appeals board. Go on-line for your state, look under the dept., it will give you a contact. Do yourself a MAJOR favor, and call. DO NOT E-MAIL!!! It's not only worth the wait, but remember, e-mail is just so very easy to ignore.

Why are they holding it? Try contacting the labor board, your union or employee organization, or the atty general's office.
