192.168.2.1 is what is called private address space which is often used behind a router to setup a private network. Many networks use the 192.168.1.x network with a 255.255.255.0 subnet mask which puts 192.168.2.x outside the subnet.

Are you absolutely sure this is your routers web address? Look into your handbook and double check the address your particular router uses. Do you have a Belkin router? That is the Belkin router web configuration address. If you do not have Belkin you will use a different address than this one.
If you do have Belkin then go into your handbook and get the number for technical assistance and call them right away. You will need assistance from them in this issue. As you are up and running on your connection, then you are connected via your router. You need to have access to your web congiguration page to set up security and monitor your firewall and other features.
Now, only one computer can access the web configuration page at a time. Is anyone else on your network working on configuration right now? Just check and make sure. Then, if not, call Belkin for assistance. That is the best advice you can get in this issue. Don't go to the question and answer page or the most commonally asked questions as this will need assistance from a living and breathing person. There could be all manner of reasons you are locked out of your web browser configuration page.

usually when u buy a router especially linksys wireless router, the default address is 192.168.1.1. so i agree with woonie, ur trying to connect to wrong ip address. try this address n hope u will be able to connect to ur router

192.168.xxx.xxx is usually a network specific address. It might be the address of your computer, and that might be why you can't get to it.
Either that, or there might be no computer on your network with that address, and you certainly can't go to somewhere that doesn't exist.
