if you hover over the same spot for hours then neither you or the spot will have moved in relation to one another, however the point on the planet will have moved due to the planets rotation..

you are not phicaly hooked to the ground but you are still in the gravatational pull of the globe so it would seem that you are tethered to that spot of ground.

It may be just a slight movement, but yes the earth would move. The Earth is constantly moving.
