"Procedures" describe the act or series of steps that are used to carry out a policy. Method is a means or manner of procedure, especially a regular and systematic way of accomplishing something: a simple method for making a pie crust; mediation as a method of solving disputes.

Rule is an authoritative, prescribed direction for conduct, especially one of the regulations governing procedure in a legislative body or a regulation observed by the players in a game, sport, or contest.
