Undergarments usually refer to things like girdles, bustiers, and things of that nature. Underwear refers to panties. If you find yourself discussing either one with someone it is better to use the term undergarments.

underwear usually just means what you use to cover your bottom, undergarnments include bras, slips, underwear, etc...
underwear is just more of a casual expression
