Elected officials are magnified versions of the people who make up the electorate.

If the electorate is composed of individuals who love to hear public moralizing, but who are privately corrupt, than those kinds of persons will predominate in government.

If the electorate is greedy and self-interested so too will their leaders be.

Good representation starts at the base, it can't flow down from on high. Those at the top are a distillation of the whole system, those who most represent the dominant means of attaining power rise, those who do not are shouldered aside and marginalized.
