Ok, I'll skip all the hyperbole and party-line crap that most people heap onto this and answer your question honestly: I don't know.
Truly. Only a fool could argue that this has been anything other than one of the toughest presidential periods in our nation's history. Bush came into office amidst an economic collapse that started during the last year of Clinton's term. Gas prices soared out of control during the last two years of Clinton's term, but Bush was saddled with fixing them. Corporate greed was allowed to flourish under Clinton, and it all broke open under Bush (check the dates, all those companies were cheating for years before Bush took office) with Enron, etc. Not to mention 9/11, which may or may not have anything to do with the massive cutbacks to military and intelligence spending under Clinton.
So what do I think? I think that Clinton was the absolute worst president in the history of this nation. I think rogue nations were allowed to do anything they wanted completely unchecked under his administration. I think that he was irresponsible in his handling of the economy, the infrastructure, and the military. In short, I think that Bush inherited a nation in a state of complete disaster from him.
But I think Bush's decisions on what to do about the mess he inherited have thus far been flawed. Bush has been arrogant and divisive at times when we needed unity and grace. He has stubbornly held to some very tenuous positions at times. On the other hand, that is part of what it means to be a leader. A leader doesn't always do the most popular thing, but the thing which they feel is right. Still, I think Bush carries it too far at times. On the other hand, I look at all the economic disasters he inherited and I am shocked we are in as good a shape as we are.
Sorry, I don't mean to ramble, but it's exceptionally difficult to judge someone's efficacy as President when they are faced with historic challenges. I think the last time the nation faced as many issues as it has during the Bush presidency was during the Lincoln presidency. Lincoln came into office faced with a nation divided over very serious issues. He fought the bloodiest war in U.S. history and was incredibly unpopular with large segments of the population and several foreign powers. I compare that to Bush's performance and I'm impressed by some of his decisions, worried by others, and even appalled by a few.
Overall Grade for Domestic Policy: A- (unbelievable how the economy has held together through the challenges of the last eight years)
Overall Grade for Foreign Policy: C- (far too divisive, needs to be more diplomatic, needs to secure borders, needs to better-define the U.S. mission abroad, needs to be a better statesman in our dealings with the Middle East).

As with all people some were good and are still good, some were bad.
As for Hilary, puleeeeese! She would be the last and I do mean last person that I would ever consider.
Go back over the Clinton years bit by bit and tell me you really want to go through that slime again.

Most were good. Tax cuts to end Clinton's recession, establishing a dept of homeland security, appointing an intelligence czar, reforming SS to include drugs, invading Iraq and deposing Saddam. A few I disagreed with but so what?

He's only human and that position is a huge responsibility .Some of us can frown our faces and complain about his choices but the fact still remains. " He is our president" I personally think being a president requires great strength and a good leader is not moved by what people thinks of him but stands strong in his beliefs. Some of us may not be thrilled with the leaders of the world but who are we to judge.

It seems to me that he thought that he could coast through his second term, just as he did his first term. For instance, 9/11. Before that day people hated Bush and after that day he was a hero. And when he won his second term, he said that he had won "political capital". He clearly thought that no matter what happened in his second term, the American public would recieve him as a hero. As we all know, things turned out very differently.

OccumsRevelation: (above) Well thought out answer.
I used to support Bush in a strange way. Although he sounds like a complete fool when speaking in public, I tried to understand what he was trying to say, and I generally agreed. (Going into Iraq was necessary, if only to topple Saddam) But he lacked vision. But now, with his very stupid handling of the Israeli-Lebanon crisis, he has lost me forever. This 'crisis' is going to produce more 'terror' than I care to imagine.

I'm British so I don't know how he has delt with the US, but from what i've seen all he has done is demand things from other countries, gone to war and considering another, left US citizens in trouble during the Mississippi crisis and ignored the fact that America produces the most carbon emmissions.
