It largely depends on the type of book you want to write.
Will it be fiction, non-fic, romantic fic, science fic, fantasy, facts and general knowledge?
In many cases, research is needed.
Evaluate how well you are in English: do you understand punctuation, and spell well? Can you get your ideas across?
As a writer myself, I have two good dictionaries and which I keep next to me while writing. Dictionaries are your friend.

I'm trying to write a book write now too! First you need to decide what kind of book it is that you want to write. Some genres are Mystery, Thriller/Suspence, Autobiography, Biography, Memoirs, Religion, Self-Help, Offbeat, Chick Lit, Business, Parenting...the list goes on and on. Then choose your theme (which with the creative people today, don't feel restricted to one theme). Write 3 chapters and get someone to edit it for you.Then write up a query (see the link below) and send it along with your first 1-3 chapters to an agent. (you don't want to send the whole thing...see if they are interested first). An agent, if interested will find you a publisher. DO NOT try to self-publish. Lots of wasted money there. As far as the writing goes, take some creative writing courses at a local college or university. If you can't do that, you're best bet is to research anything you can about writing online. I also advise you to only send to one agent at a time and make sure they are professional and reputable first! Good luck with the writing, let me know how it goes!

Writers write. So sit down and start writing. Think of ideas, plots, characters, descriptions, anything to get you started.
My first book started from a visual I had of a young man looking into a pool of water. My second started from something my mother said in a phone call that cracked me up. Another started with a dream and a discussion with a friend.
The key thing is that you want to put something on paper(or in your computer hard drive). Best advice I ever got from an author was "Write crap, edit brilliantly." You can't make something better until you have something written.
There are many good books that can help you along the way:
Beginnings, Middles and Ends by Nancy Kress
Writing the Synopsis by Pam McCutcheon
Elements of Style by Strunk and White
Roget's Thesaurus
You can also find sources on the web about writing, manuscript format, editing, markets to sell your work. However, it still comes back to sitting down and writing.

write out a few ideas of roughly what you want the story to go like. perhaps come up with some characters and scenes. do a draft copy of one or two chapters and see where it goes. good luck!!

A story is always a good place to start. Afterwards, present it to multiple publishing companies and see which offers you the best publicity and price.
