Only if you don't mind them laughing at you. By the way the medical term is no longer retard. That has been changed a long time ago. I believe the new term is mentally challenged. Unless the D.S.M. has changed it again.
How long do you think you will be in your formal way of thinking. Will you ever reach a post formal thinking process or will you be stuck where your at. You really should work on cognitive growth.

No. My niece is mentally challenged. She is sooo smart and sweet, not at all stupid. She would kick a*s on Jeopardy!! Retards are some people I see on this site. You never know what will happen to you or your family (an accident,etc.) that would render you incapable of living the life you once lived. Or a child being born with it.

No! Just remember, if you go laugh at them, you might have a child that has the same problems some day. Think about that the next time you see someone laughing. It is not that person's problem they are like that.

They can't help it if they were born that way. If god delt you a bad hand you could have been born that way as well. They are people 2 and have feelings so don't refer to them as retards or laugh at them.

OMG no! unless there is a good reason too, like they do something funny and your laughing with them. I would never laugh at someone who was mentally challenged just cause of there condition they can't help it, and shouldn't be laughed at.

Depends on what you're referring to. If it is the mentally handicapped, no, that's mean. What if something happened to you that made you that way?

Special children: Sometimes when their making me laugh on purpose. They are really nice so treat them well.
