Not in every case.
They will recieve an e-mail telling them that their answer has been chosen as a best answer. Then they will have a link to show them the question page. Above their answer will be a line that says either 'chosen by asker' in which case they will see your avatar and screen name, or 'chosen by voters'. If voters have chosen their answer as the best one it doesn't specify which voters.
You could have a look at some of the resolved questions (click on 'discover' at the top of the page) to see what I mean.

Yes they receive an email saying that their answer was chosen as the best and how many points they have and then it gives the link to the question that voted them the best answer.

yes. The person who got 10 points wud know by the following ways:
1) through email
2) by looking at his points
3) by going into the "My Q&A" section, where all the recent points are listed.
4) by looking at the best answers category in "My Q&A" section.
if you select a best answer, the person who selected wud get 3 points.

Yes you know, because you get an email telling you that you have been voted best answer and which question it was. You can then click on to the question and see who it was that gave you the points. Howzat?

Yes, yahoo answers automatically sends an email that lets them know, it shows the question too.
