you have that backwards.
Latitiude is the measuring criteria of the distance from the equator. The higher the latitude, the further the distance from the equator. Since the earth is tilted, the higher the latitude, (either southern or northern) The greater the seasonal change. So latitude affects weather, not vice versa.

Climate is not a factor to determine earth's latitude rather latitude detemins climate. At low latitude that is in equatorial region raining is a common in all the days and year after year. This is known equatorial climate. With the increasing in latitude temperature decreases and it is 1 degree celcius per 100 km horizontal distance and thus the polar region is icy.
