Tupac was a real street poet. That dude knew how to rhyme. He didn't have to make up words like other rappers do in order to rhyme.

well this can go on and on but for someone to be the BEST rapper of all times means they have to have expereience and been around awhile! so im goin to say its out of tupac, biggie, dr. dre, scarface and ice cube they all have diffrent styles so its hard to choose
