'NTSC' runs at 60mega hertz (they use this in Japan and the USA)
In the UK we use PAL which runs at 50mega hertz.
'Region-free' means that it can play DVDs from all over the world. Normally DVD's are region coded - in the UK we have region 2 DVD's In the USA they have region 1 - there are also regions 3,4 and 5. 'Region free' can play them all.
So, what you've got or what you're looking at is a machine (prob from Japan or the states) which can play DVDs regardless of which country they come from.

region free means you can play dvds from around the world also copied dvds. NTSC is america PAL is UK etc!
Always buy Region free as its peice of mind that a DVD bought anywhere will work and they do tend to better quality!

NTSC is "National Television System Committee". It's a television broadcast standard.
and a region free DVD is a DVD that has it's region bit set to zero. most DVD players are produced for different countries, and will only play DVD's that match the region bit set in the player. If a DVD player is produced for the U.S. it might have the region bit set to North America.
If you then went and bought two DVD movies. One from the U.S. and one from the U.K. The U.S. DVD would play but the U.K. one wouldn't. That is unless the DVD movie is region-free
