Personally, I think a nation can't be accountable for manners alone. It depends upon the respect within the household and how your family is treated. There are many Asian countries that respect their elders and hold family as a priority. But I think they do not totally respect women and hold women in high regard.
However, if we are just isolating the matter to manners alone it would be the east. If we were to isolate respect, it depends cause define respect? I believe that this should include both men & women being treated as equals and to be honest there is really not a country that does it perfectly. Problem in the west is that the women are too agressive and men too passive due to shifts in roles over three generations. So, hard to say will abstene.

What do you define as good manners?
A dictionary definition is "the socially correct way of acting", but then again every country has its own correct way. Which one is the most correct?
Some people think of it as the way you behave on the table: I would say British (according to western standards)
Some would say how you treat your guests: I would say Latin Americans; say Mexico, warm people.
Some people think it's living with honor: I would vote for Japan
Some.
But the problem once again, is that it depends on your perspective and difference on opinions have started wars. I would say lets respect everyone's behaviours and if you don't understand or you disapprove why or how people behave in a certain way... Accept the beauty of diversity and walk away.

Manners? Japan, the Chinas except the way they treat Nepal, Tibet, and their own people; Vietnam, Cambodia.
Respect? United States, Canada, Italy, Great Britain, Ireland.

I am English and thought our manners were pretty good, met a man from St Louis last week who had the most perfect manners, I guess you cannot generalise with the behaviour of people

To narrow it down, I'll say somewhere in the Eastern Hemisphere. The west is toocommercialised.. and dare i say it.. Americanised. I'll say probably India or Japan.
