LOL yeah if they have no security and have a wireless connection. it is of course highly illegal!

Yes if they're stupid enough not to assign a password to their wireless router or whatever.

Someone on the tv drove down a motorway (he had a driver) and could actually pick up on peoples broadband connection.

YES---- If they have a wireless modem, not encrypted, and within range, then you can connect to the Internet with a wireless Internet card.

NO--- If they use a wired, instead of wireless modem. They have configured their modem with some kind of encryption key or the signal is too weak for your wireless card to pick up the signal,

True if you have wireless connectivity and the next door wireless is not secured. If it is secure, you would need to be granted access by the owner.

as long as u have a ethent card, a wireless adapter, u can use any wireless if they do not have encrytion....
