I would imagine that social groups or cliques are still a problem.
I asked a question about Goths and some kids got very nasty and submitted some rude comments. So I think that the Goth kids probably get picked on because they don't fit into mainstream ideals established by more popular kids.

Lack of discipline among the students. Bullying and peer pressure amongst the students.

Lack of respect for authority. Lack of taking responsibility for their own actions. Stealing, lying, cheating, gangs, bullies....etc. etc.
