Here the person is not quite. He sits quite without doing anything. But, his mind is not quite. If his mind is also quite then nobody can take him granted. But, if he remains quite but his mind chatters, jumps, retaliates without the help of body, then the person will surely become depressed, he may commit suicide or kill others and can be in prison(lunatics/convicts) at its peak.

I am tentattive to answer your question as it is written. There is much that I can tell you that is wrong given the sketchy outline you gave us, but; here goes.

The person in question is judgmental and risk adverse. This leads the person to shut down and avoid contact with others.
Depression sets in when the person begins to think that isolation is the only conflict resolution. It is not.

You don't have to agree with everybody. You just have to be civil about your disagreements. You don't have to sit each day and be silent. You can say what you please and be judged accordingly.

The solution to the problem is recognizing that it doesn't matter what you say, so long as you say it. Saying nothing is telling people you have nothing to say. I would suggest it is time to take this person to a logic class. It will rework the person's way of thinking about speaking. It will show them how to say what it is they want to say, and how not to.

It might also be time for a friend to be a friend and help a mate out. Like a baby bird, it might be time to push them out the nest and help them to fly.
