How well has the average US highschool graduate prepared him/herself for the real world?

My company employs approximately 150 people. We average around 300 percent when filling a position. That means that we have to hire 3 people in order to find 1 that will stay. We work 7:00 AM to 3:30 PM, and most teens find it to tough to show up five days a week. If I can get a teen to show up on time, then there is the problem of getting them to do their jobs. Work ethics is NOT taught in high school.
