To purchase items from wholesale suppliers you will need a "Resale Number" or "Sellers Permit". Each state has its own rules and regulations regarding the issue of these permits. When you apply for the permit you will need to supply a tax id number, this could be your social security number or Federal tax ID number.

You have to go to your courthouse and get a business license. That is were your tax id will come from..... my suggestion; purchas items from someplace you dont need a tax id number. Asking for that is your distributers way of making sure individuals are not purchasing mass amounts of their stuff which will only be a one time buy. A company will come back time and time again to replenish their stock.

I suggest that you investigate with E-bay, their TOS.
I don't know this, but I doubt that E-bay wants "commercial businesses".

As to buying wholesale, one needs a retail business location with a license to operate, an assumed name, (Doing business as), and a business bank account.
You do realize that E-bay is an "auction". How do you know that you would even be assured of recovering your cost?
I suggest you give it a little more thought. Good that you're thinking of business. Just stay positive.
