When you create your 360.yahoo page (it's really easy), you can upload your photos there, and then upload it to Yahoo! Answers - when you click on your name under the smiling face you go to the page where you can edit your profile. Then you can choose wether you want to have an avatar or a photo.

Get yourself a yahoo 360 page and then follow the directions..here on answers, under your account settings.

there are options to load your picture. go to your home and then select edit my info.
