Well, One side would be exposed to the Sun and the other to void space. The side exposed to the sun would heat up to well over 200% with no stopping the radiation build up. Eventually that side would be scortched. While the other side would Freeze.

the other thing is that there is a theory that the earth every billian millinia changes it's rotaion and axes. So lets see if that happned the the eart would actuall stop for 2,000 years or so and there would be wholes withen the ozone layer and radation pockes along with EMP storms causing pure havoc and rendering most tehconolgy useless. So yeah let's just not dwell ont hat.

P.S. Time would not stop. If a ball stops rotating does time stop? Time is mearly a mesurement. From Past to Present to Future. There wouldn't be a night and day cycle but there would still be night and there would still be day. Only to the extreem one on each side.

A few effects can be listed as so:
1) One side of the hemisphere will stay as day and the other side night only.
2) Lunar and solar eclipses will no longer be there, as a result definite change of weather conditions. The temperature will start dropping eventually all around the globe and the icebergs would melt down in the North Pole.
3) Extreme rainy conditions as the winds would stop their movements, staying stagnant in a particular place.
4) Ozone layer will deplete even faster.

Lot other things would happen, if earth would stop revolving.
