I want to be a web designer. I already know HTML and CSS, but what should I learn next? I don't want to have to buy any expensive software yet. What do you recomend?

scripting....theres loads of free javascript tutorials on the net...its your next logical step. You could also check out W3C, they are widely agreed to be who sets the standards for cross browser/os compatability for websites. Highly recommend you to learn XML.
No need to purchase any additional software. Use Notepad or can download a free XML editor. Why learn XML? So you can start supporting RSS once you learned XML.

Also can try out how to create animation files using Macromedia Flash and creation of images using Adobe Photoshop.
