Not always. Some people focus TOO much on their flaws...some people dont realize they have flaws until a good friend points them out and laughs.

We are all from different backgrounds and have different upbringings.
You might go in someone's house and they think it's inappropriate to come to the kitchen with pyjamas, while in another family it's perfectly fine. In one family the kids are taught to stand up for themselves if beaten by another learner while in another they are taught violence is a big no no and it's unacceptable so they should report to the school principal/teacher whatever the case may be if and when provoked.

So because of all this it's quite difficult for individuals to notice their flaws if any and as a friend or family member when we notice flaws in someone else it's always better that we let them know and in the end it's up to them to decide whether they want to change for the better or not - then we have done our part, we have corrected a person.

i don't think so. a lot of people do overlook their flaws or lack the insight to really see that they have a certain personality trait. for example, i didn't realize until recently how controlling i was but it took me being out of control for me not notice that i am a total control freak!! i think that flaws are something that can be lessened as well, and the better you know your flaws the better you can cope with what life throws at you.
