Thanks for the question.
The BBC website I have linked to states:
"Most birds snooze with the head turned and resting on the shoulder and the bill tucked among fluffed up back plumage. Fluffing out feathers improves insulation by trapping air against the warmth of the bird's body. Depending on the species, birds sleep while standing or sitting with feet locked on perches, or cling by toenails to tree-trunks."
They are light sleepers alert to threats from predators. Flocking birds have members of the flock keeping watch. They also have to try and keep warm. They therefore don't have heavy sleep which would lead to them falling off the tree or being caught sleeping by a predator.
They have nests to incubate their eggs in which are raised by both parents.
I have attached more links for your information.

Ever seen a bird sleeping lying down? Must be a dead bird!
Just as horses and most animals (except dogs, cats, for example) sleep while on 4, birds are created to sleep on two.
Creation is a wonderful thing! It makes all things different. Just like why you are a girl and not a boy (excuse me if I get it wrong)?
Do you know that you did not choose your mom and dad? You were just borned into this family!
Neither did you choose your mom and dad, or your nationality! It just happen; not exactly just happened, but the Almighty God did it this way.
One day when everyone understands this concept of why things happen the way they do, we will have peace and harmony. Why?
A person borned in an Jews family did not choose to be Jews. A muslim did not choose to be borned in a Islam family. It was destined that way! Some call it nature, we call it God's creations!
Surely we can choose to love more than fear (fear causes hate, etc).
The day will come when an Jews will call a Muslim brother, and vice versa. It's a test.
We have the freedom to choose peace or war.
Love makes the world go round - right?

that is a good observation. Why some land bird sleep on one leg and not fall down...why do cows and horses sleep standing up? Why do fish sleep with their eyes open(oh, because they don't have eye lids). it could very be, that has been pass down from generations and they are use to it. The wind was not that big that actually shake the wire enough for them to fall any way. I bet you will not see a single bird on the wire during a Hurricane!

Part of their brain remains conscious enough to maintain balance. It's a balancing reflex that's hard-wired into their systems. Many animals actually sleep standing up... horses, elephants, giraffes etc etc. Even primates can sleep in the branches of trees without falling.
Humans have the same sort of balancing reflex... it's just that we're not so good at it - take for example when you turn over in bed... most times you instinctively know when you're too near the edge of the bed and manage to avoid falling out without waking up. Just occasionally it doesn't work as advertised and we end up on the floor but that's usually as children (or drunk adults!).

Birds have an ability to cling to branches and other perches because when they relax, as when they sleep, their feet muscles tighten and cling. They are also aerodynamically shaped and have vast, atavistic experience with wind.
As for the feet muscles of birds and their ability to cling fast to a perch, this is mostly to allow them to sleep without falling off. Without this ability, birds constantly would be falling off their perches, the way humans might fall out of their beds.
