I don't think that the question is very clear...but if I am deducing it correctly then you are asking whether any single gene has the ability to transform the embryo into a particular tissue.

In that case there is not a single gene but whole gene families that do that. There are different genes for nervous devlopment, mscle development, organ development etc.
